To change windows 10 background to black and Size of mouse(cursor)

 Go to Control panel

>Open Taskbar and navigation

>Click on colors

>Click on High Contrast settings(screenshot below)

> Here you can change high contrast settings and also you can change mouse cursor size(screenshot below)
